Your Paris shopping is packed and checked in. Only then do you look for the tax-refund desk—and the goods may still need to be presented. A smooth refund starts at the till, well before the airport. Here is who qualifies, the spending threshold, where to validate the form and why a price including 20% VAT does not mean a refund of 20% of your bill.
Before you pay
| Point | What it means |
|---|---|
| Eligibility | Normal residence outside the EU, age 16 or over and a visit under six months, subject to the full conditions |
| Purchase value | More than €100 under the store or participating group’s qualifying arrangements |
| Document | An export sales form; an ordinary receipt is not a substitute |
| Validation | At final departure from the EU, with goods available for inspection |
| Amount | Use the seller’s or operator’s net refund, not an assumed 20% of the total |
Residence matters more than nationality
Eligibility is based on normal residence, not simply holding an Arab or European passport. Customs specifies a minimum age of 16 and a visit shorter than six months, with exclusions including residence in the EU or Monaco. EU citizens living abroad may need evidence of that non-EU residence.
A retailer is not obliged to offer tax-free sales. Before an expensive purchase, establish that the service is available and obtain the net refund and payment method. A figure remembered from someone else’s trip is a poor basis for the budget.
The €100 threshold and combining purchases
Customs’ procedural page describes qualifying purchases above €100 within the relevant brand or group over a maximum of three days. This does not allow unrelated receipts from random stores to be combined. The seller must issue a valid form under its arrangements.
Keep the paying operator’s name, form number and written refund amount. When purchases on separate days are combined, understand how the form will be issued before leaving the store for the last time, rather than sort the paperwork at the airport.

PABLO before checking the suitcase
The seller issues an export form, with a PABLO barcode where the French electronic process applies. On final departure from the EU, validation takes place through customs or the relevant kiosk. Keep the purchases accessible before handing over checked luggage.
The official export-validation deadline is the end of the third month following the month of purchase. The seller or refund operator pays the money; customs validates the export. A successful kiosk message therefore does not mean the refund has already reached your bank account.
Paris, Rome, then home: where do you validate?
Think about the final EU exit, not automatically the first airport on the itinerary. Paris–Rome–Riyadh is different from Paris–Riyadh. Work out the route before packing, especially when the goods travel in luggage checked through to the last destination.
For connecting journeys, follow the relevant customs and carrier instructions on presenting the goods. Do not assume every European airport uses PABLO or that the French kiosk handles every foreign form.
Why 20% VAT is not 20% of the receipt
In a hypothetical example, an item subject to 20% VAT costs €600 including tax. The pre-tax value is €500 and included VAT €100, not €120: the rate applies to the pre-tax amount. This is arithmetic, not a promised refund.
The net payment can be smaller after service fees and the seller’s arrangements. Compare the final price using the amount written on your form. Hotel and restaurant services are not the exported personal goods covered by this shopping procedure.
A small file for the journey home
Keep the export form, receipt, tracking details and operator contact together. Make copies for your records and retain originals wherever the procedure requires them. If payment is delayed, follow up with the form number and responsible operator.
Include luggage costs in the shopping decision. A possible tax saving is not automatically worthwhile if an extra bag or excess weight erases it. The relevant comparison includes the purchase, transport and fees.
Useful questions
Is a shop receipt enough?
No. Obtain the retailer’s export sales form and complete the required validation.
Does customs pay the refund?
Customs validates export. The seller or refund operator makes the payment under its arrangements.
Will I receive 20% of the receipt total?
Not automatically. Included VAT is not calculated as 20% of a tax-inclusive total, and refund fees may apply.
