Two plane tickets do not allow a foreign couple to choose any Paris town hall. A French civil marriage begins with a qualifying connection to the commune and a file tailored to each person’s nationality.
Before the hotel, dress or photographer comes the question the mairie must answer: why is the marriage taking place here? In France, the legally effective ceremony is civil and conducted by a civil registrar. A ceremony in a palace hotel, garden or private venue remains symbolic, however elaborate it may be.
Who can marry in Paris?
The City of Paris says the marriage is celebrated in the arrondissement where either future spouse has a domicile, or has maintained continuous residence for at least one month by the date the banns are published. The commune of a parent’s domicile may also qualify under the rules. Domicile and residence are not interchangeable: a short hotel booking is not proof of continuous residence.
Two foreign tourists with no qualifying connection cannot normally select Paris City Hall simply as a destination venue. They can complete the legal marriage where they are eligible, then hold a symbolic celebration in Paris.

The core Paris marriage file
Each person supplies identity, recent address evidence, an information form and a declaration that the information is accurate. A birth record is required when the mairie cannot retrieve the civil-status data electronically. The file also includes the witnesses’ details and identity copies. Every given name must match the civil record, not a shortened name used socially or on a booking.
Divorce or widowhood requires proof that the earlier marriage ended. A prenuptial agreement, legal protection or common children can add further papers. Only the relevant arrondissement can approve the final list for an individual case.
What changes for a foreign national?
A foreign birth record is generally a full copy or an extract showing parentage, issued no more than six months before the file is lodged. If the issuing country does not update civil records in the same way, the mairie may seek a statement from the embassy or competent authority explaining that system.
A document in another language needs a sworn French translation unless an accepted multilingual record is used. Depending on the issuing country and applicable treaty, the original may require an apostille or consular legalisation, or may be exempt. The correct route is country-specific.
The mairie may also request a certificat de coutume describing the person’s national marriage law and a certificate of single status or matrimonial capacity. These are commonly obtained from the relevant embassy or consulate. If a country does not issue one of them, ask the mairie which substitute it accepts before commissioning paperwork.
Witnesses, banns and timing
A French civil wedding has at least two and no more than four adult witnesses. They may be relatives or friends. Their names, birth details, profession, address and identity documents are declared with the file.
Paris advises couples to begin early and gives a minimum lead time of four weeks, including publication of the banns. It can take longer when the file is incomplete, the couple lives outside the arrondissement or the registrar requests an interview. No date is secured for an incomplete file, and preferred slots are harder to obtain between May and July.
The sequence that avoids expensive mistakes
- Identify the commune or arrondissement to which one spouse or parent has a provable legal connection.
- Ask that mairie for the checklist specific to both nationalities and family histories.
- Order foreign birth records at a time that preserves the six-month validity window.
- Complete apostille or legalisation where required, then arrange the translation in the form the mairie accepts.
- Select two to four adult witnesses and collect their details and identity copies.
- Submit a complete file and respond to any interview or further-document request.
- Do not make travel or celebration deposits non-refundable until the mairie confirms the date in writing.

What marriage does not grant automatically
Marriage to a French citizen does not confer French nationality on the wedding day, nor does the certificate replace visa or residence procedures. Those are separate applications with their own conditions, waiting periods and evidence. International couples should also ask their home authorities or consulates how the French marriage must be registered abroad.
In France, a religious marriage must come after the civil ceremony. A hotel celebration can be designed freely but does not create the legal marriage. Moving the legal ceremony away from the town hall is a narrow exception, generally linked to documented medical necessity and official approval.
Questions international couples ask
Can two tourists marry legally in Paris?
Not merely because they are visiting. A qualifying domicile, continuous residence or permitted link to a parent’s domicile must be established to the mairie’s satisfaction.
Is a translation made abroad sufficient?
Not in every case. Ask the arrondissement which translators it accepts and whether apostille or legalisation must happen before translation. The correct form depends on the country and document.
When should we book the hotel?
A flexible, refundable option can be held early. Irreversible financial commitments should wait until the file has been accepted and the mairie has confirmed the date.
