Return visits to Dubai, a five-year tourist visa and benefits designed around coming back: that is the proposition behind Dubai Access Club. Membership, however, is not automatically open to everyone. Before planning your next stay, check the invitation process, the card’s terms and the costs that actually apply.

What has Dubai announced?

The authorities released programme details on 5 November 2026 and described it as the first city-led scheme of its kind. OUISTARS Travel attributes that claim to the official announcement; it is not a worldwide comparison independently conducted by the magazine. [1]

The development matters to travellers who repeatedly choose Dubai for holidays, shopping or visiting family. It does not mean that every former visitor has become a member or that visa approval is automatic.

Interest, invitation and membership are different stages

Visit Dubai provides an expression-of-interest form and explicitly says that submitting it does not guarantee an invitation. The form includes routes connected to an employer or a loyalty-programme membership. A programme appearing in a list does not mean that all its members are automatically accepted. [2, 3]

Treat registration as a possible first contact. Do not commit to non-refundable travel solely because you have submitted a form. Be cautious about paying anyone who promises a guaranteed invitation without a verifiable official basis.

A five-year visa is not five years of continuous residence

The validity enables repeated visits; it does not permit an uninterrupted five-year stay. The general visa service describes stays of up to 90 days, with extensions subject to approval and an annual total capped at 180 days under the applicable rules. Check the visa actually issued and the competent authority’s conditions. [5, 6]

Registering interest, receiving a programme invitation and obtaining immigration approval are separate steps. A tourist visa is also not a work permit or a substitute for residence procedures. Each visit should respect its permitted purpose and authorised duration.

Which benefits should a prospective member examine?

The announcement identifies ALSAADA Tourist Card privileges and a loaded Majid Al Futtaim gift card. Room upgrades, lounge access and advance event bookings were described as forthcoming; do not assume they are guaranteed current entitlements. Check the terms supplied to your membership. [1]

Check participating locations, redemption periods, exclusions, advance-booking requirements and whether offers can be combined. A hotel offer does not guarantee your preferred room. A possible upgrade should not be counted in a travel budget unless its availability is confirmed under your terms.

Costs: the card charge is not the entire application price

Executive Council Resolution 86 of 2025 sets a card issuance charge of AED3,200, adds VAT and excludes the visa fee from that charge. This is the card’s legislative pricing basis, not a final quotation for every application or package in November 2026. [4]

Before paying, obtain an itemised current total, the inclusions and refund conditions. Compare that cost with benefits you expect to use. A headline promotional value is not cash paid to you and should not be treated as guaranteed savings.

How is it different from an ordinary multiple-entry visa?

A long-term tourist visa is immigration permission granted under the relevant rules. Loyalty membership is an additional arrangement with offers and conditions. A five-year visa obtained through another route should not be assumed to confer membership automatically. [2, 5]

If repeat entry is your main objective, examine the visa routes suited to your circumstances first. If invited to the club, assess its benefits separately. Permission to enter the country and the value of an additional membership are related decisions, but they answer different questions.

When might the membership be useful?

OUISTARS Travel’s analysis: the useful number is not the quantity of advertised benefits, but the quantity you would have used anyway. A returning traveller with a familiar itinerary can make a more realistic comparison than someone uncertain about returning.

Write down expected visits, usual accommodation and activities you already intend to book. Match these with the written offer. Spending more on an unnecessary purchase to unlock a discount does not automatically improve the holiday budget.

Before planning your next visit

Start with the official programme page and the terms displayed at the time of application. Wait for the decision relevant to you. Retain confirmations and check passport, insurance and document requirements for your route rather than relying on an undated checklist.

The magazine’s Dubai online-visa guide provides broader entry-planning context. This article addresses the specific loyalty programme: its value depends on the distinction between a promotional promise and a service actually available to the individual traveller.

Questions before you plan

Can anyone obtain Dubai Access Club membership?

Interest can be registered through the official channel, but this guarantees neither an invitation, membership nor visa approval.

Does it allow a continuous five-year stay?

No. Visa validity and the duration authorised for each visit are different.

Is AED3,200 the final application cost?

No. It is the card charge in the legislation, before VAT and the separate visa fee. Check the current itemised application total.
