Entry-rules update · 16 October 2026
A major entry-rule change is approaching for travelers to Montenegro. From 1 November 2026, nationals of Russia, Belarus, China, Saudi Arabia and Türkiye will require a Montenegrin visa, ending the broad visa-free access previously available to these passport holders. The government says the measure aligns its policy with the European Union as Montenegro advances its accession process.
Who is affected by the new rule
The Montenegrin government explicitly named citizens of Belarus, China, Russia, Saudi Arabia and Türkiye. Travelers from those countries should not assume that a hotel reservation, return ticket or previously visa-free visit will replace the visa requirement after the effective date. Rules apply by passport and can differ for diplomats, residents or holders of other valid visas.
What happens before and after 1 November
Official information for Russian citizens states that visa-free entry for up to 30 days remains available until 31 October 2026, with a visa required from the following day. Travelers arriving near the changeover should verify the rule covering both arrival and the full stay, especially if a journey crosses midnight or includes re-entry from a neighboring country.
A Schengen visa may still matter
Montenegro is not yet part of the Schengen Area. However, its general entry guidance allows some holders of valid Schengen, United States, United Kingdom or Irish visas or residence permits to enter for a limited period, subject to validity and passport conditions. This is not an automatic exemption for every traveler: obtain written confirmation from an official Montenegrin source before relying on it.
How and where to apply
The Ministry of Foreign Affairs says it is expanding applications through VFS Global centres in countries where Montenegro has no resident diplomatic mission. Required documents, fees and processing times depend on nationality and the type of visit. Apply early, use only government or officially appointed channels, and avoid agents promising guaranteed approval.
Practical booking advice
Do not buy a non-refundable flight or accommodation package until the entry route is clear. Check that the passport remains valid for the required period, that travel insurance meets any stated conditions and that every family member has the correct document. Airlines can deny boarding when entry requirements are not met, even if the traveler expects to resolve the issue on arrival.
Quick answers
Does the rule apply to Saudi citizens?
Yes. Saudi Arabia is among the countries named in the government announcement for a visa requirement from 1 November 2026.
Is Montenegro in Schengen?
No. Montenegro has its own entry rules, although some valid foreign visas or residence permits may provide limited entry eligibility.
Can a traveler obtain the visa on arrival?
The official announcement directs travelers toward consular and VFS application channels; do not assume a visa is available on arrival.
What to do now
Share this update with anyone planning Montenegro after 1 November. The traveler’s passport—not the departure country—determines the entry rule.
