The cheapest incorporation offer may be poor value if it does not cover your activity, customers or operating requirements. Start with where sales, work and management actually happen. Then compare legal structure, licensing, residence and tax. No jurisdiction is best for every business, nationality or budget.

Map the business before choosing the country

Write down where customers live, where services are performed, who manages the company and whether you sell to businesses or consumers. Remote consulting differs from a restaurant, passenger transport or property brokerage. For regulated activities, establish professional permissions first. A general commercial registration does not replace every sector-specific approval.

Dubai: examine the licence and operating scope

The official Invest in Dubai portal explains mainland and free-zone options. Verify permitted activity, place of operation, any additional mainland permissions, workspace and visa conditions. Do not assume every free-zone licence permits unrestricted local trading. Ask the competent authority about the specific framework applicable when you apply.

Saudi Arabia: eligibility and the sequence matter

Under the Ministry of Investment’s updated framework, a foreign investor must register with the ministry before investment activities, then obtain the required commercial registration and other licences. Applicant eligibility and documents are not identical for every individual and company. Check the operational, professional and employment obligations relevant to your proposed activity.

France: formation does not settle work rights

Business-creation formalities use the INPI online gateway. French public guidance distinguishes requirements by nationality and residence circumstances. Owning shares alone does not establish permission to reside or work. Compare liability, accounting, insurance and social contributions, and obtain advice for your personal situation.

Request the same cost schedule from every provider

Separate government fees, intermediary fees, translation, certification, registered address or premises, visas, insurance, accounting, returns, renewal and closure. Ask which costs recur and what changes the quote. Compare three dated offers for the same activity, owners and residence needs. Otherwise apparently similar packages may cover different products.

A licence does not guarantee a bank account

Ask the financial institution about business evidence, beneficial ownership, residence, source of funds and expected transactions. A setup agent’s assurance is not a bank’s acceptance. Plan lawful invoicing and collection before selling. Do not use someone else’s account to conceal ownership or bypass customer-identification requirements.

Tax depends on the real operating facts

A headline tax rate is insufficient. Activity, legal form, revenue, expenses, management location, tax residence and treaties can affect obligations in more than one country. Request a written assessment from a qualified adviser covering the company, consumption or value-added taxes and the owner. “Tax-free company” is not a complete analysis.

Make the decision in two stages

First eliminate routes incompatible with activity, eligibility or work rights. Then compare the first 24 months of costs, access to customers, payment collection and practical management. Score each factor against evidence. Attractive surroundings cannot compensate for a legal obstacle. Before paying, establish rejection and refund terms and who controls company accounts and documents.

Your practical checklist

Frequently asked questions

Does incorporation guarantee residence?

No. Review the residence route, conditions and timetable separately with the competent authorities.

Is there one reliable price for everybody?

No. Activity, legal form, owners, premises, permissions and visas change the total. Obtain a dated itemised offer.

Which country is best?

The one compatible with your customers, operating model, eligibility and sustainable costs—not simply the lowest initial fee.

A question to discuss

Which factor could change your choice: customers, residence or recurring operating costs?
